En volumen II se estudian las Instituciones políticas españolas y la evolución del Imperio en América, dedicando un apartado específico a la dominación española en Europa. Por una parte se aborda la ordenación político-administrativa del territorio; el Estado; la Hacienda; el ejército y la marina; la Justicia. Por otra, se analizan los territorios americanos de la corona española en sus diversos aspectos: el Estado; la economía y la sociedad de los reinos de Indias y la Iglesia en América.

Marca un hito en la historia cultural de América. Compuesta en la isla Española en los primeros días de la conquista, es la única fuente directa que nos queda sobre los mitos y ceremonias de los primitivos moradores de las Antillas.
